is the energy transformation. the other is after the first term where the president never did anything serious about trade, right now, we are on the verge of starting -- well, one started the other. we're going to start two major trade negotiations. one the transpacific negotiation. and the others we're going to start a u.s./european negotiation. this involves something like 60%, 70% of the world's economies. this is potentially a major engine if we can actually get serious about trade. that would help a lot and help compensate for some of the drag that's been introduced by the sequester in some of the other budget cuts. >> the paradigm around this conversation has been so narrow. it's either been tax increases, spending cuts, to haas' point, might not immediately approve it. it might be more environmentally dangerous transporting it by freight and by ship to approve that natural gas exports. the energy department has said we'll not have negative impact on u.s. manufacturing growth, particularly in the middle of the country. do it now. and finally, stop talking only about it in these terms. th

to strike because we live in a global economy. beyond that we need to have pro-growth energy policies, including oil and natural gas. our regulation, our regulations have to be the product of a cost-benefit analysis. the government is trying to help the business community. in america business fields like government is their impediment, their competitor, their enemy. that has to stop. our monetary policy cannot be used to i flat things and distort our economy. the list goes on and on. we know about tax policy. we need to have a pro-growth tax structure, not one that takes from some and gives to others. and last but not least, we believe in solving our debt problem, because it's hurting job creation. jobs are not being created in america. there are jobs that are not being created in this country because we have a $16.5 trillion debt and it's only scheduled to get bigger. that problem has to be solved and you can only solve it, the only real approach that solves it is the combination of fiscal discipline and rapid economic combrothe. there is no tax increase in the world that will solve

energy stores that we have here so we can be energy independent. we have vast amounts of energy reserves we need to tap so we can put people to work, bring down gas prices, stretch paychecks further. we've got to control our spending appetite. we've got to reform programs like medicare so they're solvent. we've got to reform our safety net so it works to get people on their feet. that's what this budget does. in a nutshell, instead of spending $46 trillion over the next 10 years, as we're currently poised to spend, we spend $41 trillion. instead of growing spending 5% a year we grow at 3.4% a year. with all the predictions of doom and gloom and how evil and terrible and horrible or budget is, it increases spending every year by 3.4% a year instead of 5% a year. the difference is we balance the budget. the difference is we let families keep more of their own take-home pay. the difference is we make sure our kids inherit a debt-free future. the difference is we do what's necessary to create a healthy economy, more take-home pay, faster economic growth and better jobs. that's why we're here
